  • Luis Carlotti

Executive Leader | Tech & Industrial Strategy Specialist | Former Multinational Country Director & Board Member

Over 25 years in technology and telecommunications, I've had the privilege of leading operations, teams, and entire ecosystems across Central America, the Caribbean, and the Andean region. My career started managing critical infrastructure accounts in Venezuela and, over time, grew into the general management of one of the most diverse and complex regions any multinational can operate in — one where different languages, cultures, currencies, and levels of digital maturity coexist, and where success depends as much on strategy as on the ability to build trust with very different teams and customers.

Beyond the corporate role, I'm passionate about what happens when technology becomes a genuine lever for regional development. That conviction is what drew me into actively building Costa Rica's cybersecurity ecosystem — today recognized as a regional benchmark — and, more recently, into leading the effort to replicate that model across other countries in Latin America and the Caribbean through a new global alliance of clusters.

I was born with both Venezuelan and Italian nationality, and that dual root — combined with more than two decades working across the region — is probably what has shaped my leadership style the most: close and culturally grounded, but held to the discipline and standards of a global organization.

  • Elected to lead the provisional board of this newly formed federation of national cybersecurity clusters, founded with Costa Rica and Dominican Republic cluster leadership and multilateral partners, with additional country clusters (e.g., Ecuador) in formation; leading its core mission to export and replicate Costa Rica's cluster model to help other countries mature and consolidate their cybersecurity ecosystems.
  • Camara de Industrias de Costa Rica

    Board of Directors

    Jul 2022 – Present  | Costa Rica

    • Help shape the strategic roadmap to strengthen industrial competitiveness through digital transformation, sustainable innovation, and economic resilience, serving as a key liaison between the manufacturing and technology sectors.

    Cisco Systems

Country Director, Central America & The Caribbean

Aug 2019 – May 2026  |  Central America and The Caribbean
Led the strategy and general management of Central America and the Caribbean, including a process to unify both subregions into a single business unit (CCA) — no small task in such a multicultural, multilingual region. During my tenure:
    • We delivered five consecutive years of regional growth (~5.5% revenue CAGR) and six consecutive years of sales plan attainment.
    • I led the transformation of the sales go-to-market model, moving from an in-country, field-based executive sales structure to a majority virtual sales model, with a significant positive impact on regional OPEX.
    • I directed the transformation of the channel ecosystem, from a direct sales model to a distributor-led model, strengthening our ability to scale and reach more markets.
    • We built a culture that was recognized as the #1 Great Place to Work in Costa Rica for seven consecutive years, in an operation that today has grown to nearly 500 employees in the country.

    Regional Sales Manager

Jan 2013 – Aug 2019  |  Central America, The Caribbean and the North of South America

  • I directed regional sales across Central America, the Andean region (Venezuela, Ecuador, Peru, and Bolivia), and the Caribbean. I led an organizational restructuring focused on Enterprise and public-sector accounts that improved team agility, sales forecast accuracy, and the quality of our relationships with C-suite executives across the region.
  • Account Manager

    Apr 2008 – Jan 2013  |  Venezuela

    • My career at Cisco began managing strategic accounts in critical industrial sectors in Venezuela — primarily Energy and Telecommunications, with PDVSA and Corpoelec as key clients — delivering mission-critical infrastructure projects in highly complex environments.

Board Member (President / Vice President)

    May 2022 – Feb 2026  | Costa Rica
    • I led the formalization and strategic planning of Costa Rica's national cybersecurity ecosystem, driving a multisectoral, vendor-agnostic model. We invested heavily in awareness and young-talent development initiatives, along with high-level public-private coordination that today positions Costa Rica as the region's leading cybersecurity hub — the very foundation the Cyber Cluster Global Alliance is now being built on.
